Constitutional Rules
1. TITLE. The League shall be called "THE EFFICIENCY LEAGUE"
2. The League shall be controlled by a Management Committee comprised of a Chairman, Secretary, Treasurer, and up to six other members.
3. All officers and Committee shall be elected for three years, one officer and up to two committee members shall retire each year and be eligible for re-election at the A.G.M. which will be held in June or July.
4. The President and Vice-Presidents shall be elected or re-elected annually and shall be entitled to attend all meetings and vote.
5. Any nominations, proposals or amendments must be in writing and received by the Secretary not later than seven days before the A.G.M.
6. Only such business of which notice has been received will be discussed at the A.G.M. and such Nominations, Proposals or amendments must be carried by a two-thirds majority.
7. The Management Committee can refuse entry or re-entry to the League.
8. New applications to join the League will only be accepted from licensed clubs.
9. Professional players cannot register with the League.
10. The Committees decision on all matters shall be final.
11. All teams accepted into the League shall pay those fees as decreed at the A.G.M. The guarantee fee will be returnable on request or carried forward at the end of the season to all teams having fulfilled all fixtures. In the event of any team failing to fulfill a fixture the guarantee fee will be forfeited and must be immediately renewed.
12. Clubs not represented at the Distribution Meeting, will be fined the equivalent of the guarantee fee.
13. League trophies must be returned in good condition by March 31st. Any loss or repairs will be charged to the Club responsible.

2. Runners-Up in the above competitions will also receive awards.
3. Awards will be given for the highest break in each division.
4. Any awards not claimed on presentation night shall remain the propertry of the League and shall be utilised for the benefit of League funds.
SECRETARIES CUP COMPETITION
All Secretaries are entered into a snooker knock-out Individual Competition for which there is no entrance fee.
All Rounds are decided on the best of three frames. Semi-finals and Final are arranged at neutral venues. Personal awards to Winner and Runner-up.

In addition to the information contained on this website, bulletins are issued on a regular basis and it is requested that these are prominently displayed for the benefit of all League members.
1. A Snooker team shall consist of five players, each playing one frame.
2. Three or four players can constitute a team providing the frames for which the offending team has no players are forfeited.
3. Matches shall comence at 7-30pm. 30 minutes grace being allowed, making a deadline of 8-00pm.
4. A draw shall be made (using the cards provided) although the order of play need not be as the order of the draw. The away team has first choice, then alternate choice. A player or players not present at the second time of choice shall be replaced by a reserve or reserves. Each player must sign his own name on the Match Report Sheet. Failure to sign shall result in forfeiture of the frame.
5. One point shall be awarded to the winner of each frame.
6. One official, namely the referee, shall be in complete control of each frame. Each team shall provide alternative referees, the away team official taking the first frame game. The team not providing the referee shall provide the marker.
THE REFEREES DECISION IS FINAL.
7. League matches do not require confirmation. This Handbook and the Website gives match night, and any alterations will appear in the bulletins and on the Website. By mutual agreement a match can be played on a night other than the printed match night providing such agreement is concluded 48 hours prior to the match (a) taking place, or (b) being scheduled to take place.

A team making a change of match night or venue shall inform:
1.(a) The League Secretary.
2. The opponents, should a match be scheduled within the ensuing fortnight.
If for any reason the teams concerned are unable to arrange for the fixture to be played within 21 days, then the committee will give two dates for the match to be played, which may also include a change of venue and a fine for the offending team.
All unplayed fixtures must be played by the end of the last week of the season.
8. REPORT SHEETS.
The home team shall submit a fully completed report sheet to the Fixtures Secretary within 48 hours of the match having taken place. All club secretaries must keep a complete record of all matches played.
Late report sheets and those not fully completed, will incur a fee of £5-00.
Persistent offenders risk being expelled.
9. PROTESTS
Protests, which shall be in writing, must be sent to the League Secretary within 48 hours of a match, (a) having taken place (b) being scheduled to take place. A fee of £5-00. must be enclosed and such payment will be returned if the protest is upheld by the League Committee. No protest will be entertained without the appropriate fee.
10. REGISTRATION
Players can be registered at anytime of the season up to the Sixteenth league match. The appropriate fee must accompany each Registation.
A player cannot register for more than one team.
A player cannot transfer to another team after having once played.
11. In the event of a tie affecting teams eligible for honours, such teams will be required to play a further match or matches, the result of which shall determine to whom such awards shall be given. The Management Committee shall select venues and officials for such matches.
All cup semi-finals and finals shall be played at neutral venues selected by the Committee, who shall appoint the officials.
12. Any player who has been suspended or expelled from a club within the League, shall not be allowed to play for another club, at the club from which he was suspended or expelled.
13. Match balls must comply with the rules of the English Association of Billiards and Snooker.
The Winner, Runner-up, and losing semi-finalists will each receive an award.
1. A draw will be made for each round.
2. Each round (up to semi-final stage) will be allotted 14 days, dates given will be strictly adhered to. Should no report sheet or correspondence concerning the round be to hand 48 hours after the allotted 14 days, the home player is at risk from disqualification.
3. Home players will be notified by match report form. Upon receipt of the match report form, the home player shall contact his opponent within three days giving two dates, and time of match and directions.
4. The away player, on receipt of these arrangements, must reply selecting one of the two dates given.
5. The winning player must submit the report sheet to the Competitions Secretary, or the appointed official, within 48 hours of the match having taken place.
6. All matches, excepting semi-finals and final, shall be the best of three frames and shall be played at the home players venue.
7. Semi-finals and Finals shall be best of five frames and shall be played at neutral venues selected by the Committee, who shall also appoint officials.
8. Any protests must be in writing to the League Secretary and received within three days of the start of the current round.
Foursomes Competition
The Winner, Runner-up, and losing semi-finalists will each receive an award.
1. All rounds will be the best of three frames.
2. No substitutes are allowed.
3. The first named player in each pair (to whom all correspondence must be sent) shall be responsible for match arrangements within the given dates. If drawn at home he shall contact the opposing number one and offer two dates. The opponent shall reply accepting one of the two dates.
4. One toss shall be made to decide the start, then alternative break.
5. The order of play may be changed for each frame.
6. Semi-finals and Final will be arranged at neutral venues by the committee who shall also appoint officials.
